INSTITUTE ON AGING
The Institute on Aging is requesting proposals (RFP) for construction work. The project involves tenant improvements to an existing 7034 sq. ft. building at 386 Arguello Blvd., San Francisco, CA 94129 in the Presidio, for use in serving Institute on Aging adult day care clients including seniors with dementia. Construction is expected to start Monday, January 28, 2019 and complete no later than Friday, July 12, 2019. The Institute on Aging is a nonprofit, and the ability to make an award for construction is contingent on outside funding expected by December 15. The project and contractor will be subject to Federal procurement requirements. Woman-owned, veteran-owned and minority-owned certified contractors are encouraged to apply.
The contractor must have a minimum ten years in the construction business and have actual building experience in the Presidio in order to participate. The building is subject to a historic preservation compliance review process managed by the Presidio Trust. Contractors must demonstrate experience with this permitting and historic compliance process (and by association, the Secretary of the Interior’s Standards for Rehabilitation). Please confirm interest no later than Monday, November 19, 2018, by email to Mike Roche, Institute on Aging Procurement Manager at firstname.lastname@example.org. Drawings and documents will be made available by November 30 to confirmed participants, for a fee through a reprographics company. A walkthrough of the building is mandatory and must be attended on Tuesday, December 4 at 3pm. Requests for Information must be submitted by email only, between December 5, 2018 and Monday, December 17, 2018 after which no RFI’s will be accepted. Responses to RFI will be emailed within 5 business days to all participants. Proposals must be received no later than Thursday January 10, 2019 by email only. The notification of award will be made by Friday, January 18, 2019.
Selection will be based on:
60% weight: Fixed price is expected in the proposal using a provided template including detail on cost of materials and labor, cost-reimbursement rates, and change order rates. Institute on Aging is a 501(c)3 non-profit, and offers for work pro bono, fee or OH&P waivers, or similar discounts are welcome, and should be clearly assigned to the portion of impacted work to allow comparison of proposals, however such offers do not guarantee award.
25% weight: Proposal adequately addresses and acknowledges the complete scope and specifications, meets the schedule, is clearly written and unambiguous. Ability to shorten the schedule without adding cost and without compromise to deliverables is welcome, however does not guarantee award.
10% weight: Satisfactory and complete answers to questions in the documents. Attachment of the complete set of requested documents.
5% weight: General contractor is a woman-owned, veteran-owned or minority-owned business as demonstrated by certificate. Commitment to federal procurement standards is signed. The project team members and organization have adequate experience, qualifications and references.
