Notice is hereby given by order of the Board of Supervisors of Contra Costa County Fire Protection District, that the Contra Costa County Director of Public Works will receive bids for the furnishing of all labor, materials, equipment, transportation and services for:

 

Construction of Fire Station #70 (Project)

            Authorization No. 7300-WH704B

 

The Public Agency will only accept bid proposals from the following six (6) prequalified General Contractors:


Alten Construction Inc., Diede Construction Inc., D.L. Falk Construction Inc., Gonsalves & Stronck Construction Company Inc., Pacific-Mountain Contractors of California Inc., and W.A. Thomas Co. Inc.

 

Bid proposals shall be sealed and shall be submitted to the Contra Costa County Director of Public Works, Capital Projects Management Division Office, 255 Glacier Drive, Martinez  94553, on or before the  day of December 13, 2018 at 2:00 p.m., and will be opened in public immediately after the time due in the Capital Projects Management Division Conference Room, 255 Glacier Drive, Martinez, California  94553.

 

The estimated construction contract cost (Base bid) is $10,000,000.

 

The prime contractor for this project shall hold a valid Class B General Building Contractor license.

 

The project includes construction of a new station along with associated site improvements at 1800 23rd Street, San Pablo, CA, 94806 (to replace the existing Contra Costa County Fire Protection District Fire Station #70).  The new Fire Station #70 will be a two-story structure including, but not limited to, three (3) apparatus bays, kitchen, dorm rooms, offices, restrooms, training, exercise, decon, storage, day and dining rooms along with all associated HVAC, electrical, civil site work, and landscaping.  The new station will also include a two-stop elevator, emergency generator and fuel tank. The project will also include a photovoltaic roof system and has been designed to meet LEED Silver equivalency per the County’s standard for public buildings.

 

Each bid shall be in accordance with the drawings and specifications on file at the Office of the Clerk of the Contra Costa County Board of Supervisors, First Floor, Contra Costa County Administration Building, 651 Pine Street, Martinez, California.

 

The drawings and specifications may be examined at the Contra Costa County Public Works Department, 255 Glacier Drive, Martinez, California 94553-4897, Monday – Thursday (7:00 a.m. – 12:00 noon and 1:00 p.m. – 5:00 p.m.) and Friday (8:00 a.m. – 12:00 noon and 1:00 p.m. – 4:00 p.m.).  Drawings and specifications are not available for purchase at the 255 Glacier Drive location.  Drawings and specifications (not including documents included by reference) and proposal forms may be obtained by prospective bidders via the Contra Costa County Public Works Department’s Online Planroom at www.cccounty.us/cpmprojectsA non-refundable service charge for hard copy of bid documents is required in the amount of $350 (sales tax included).  Shipping charges are extra, depending on the delivery method.  The Capital Projects Management Division does not guarantee the arrival of the drawings and specifications in time for bidding.  No partial sets will be issued.  There are no assurances to bidders who acquire bid documents from sources other than directly from the Contra Costa County Public Works Department’s Online Planroom that they will receive all of the project bid documents (including addenda).  For more information about obtaining drawings and specifications, please call Blueprint Express at (707) 745-3593.  Electronic drawings and specifications for this project are ONLY available to planholders who have purchased a hard copy set of the plans and specifications.

Technical questions regarding the contract documents should be directed in writing to Steven Dewan at sdewan@kitchell.com.  All questions must be received no later than 3:30 p.m. on December 3, 2018.

 

Each bid shall be made on the bid form issued with the specifications, and must be accompanied by bid security in the form of cash, a certified check, cashier's check, or bid bond in the amount of the ten percent (10%) of the base bid amount, made payable to " Contra Costa County Fire Protection District".

 

The bid security shall be given as a guarantee that the bidder will enter into a contract if awarded the work, and will be forfeited by the bidder and retained by the Public Agency if the successful bidder refuses, neglects or fails to enter into said contract or to furnish the necessary bonds and insurance certificates after being requested to do so by the Public Agency.

 

Bidders are hereby notified that securities may be substituted for any monies withheld by the Contra Costa County Fire Protection District to ensure performance under the construction contract, in accordance with Public Contract Code Section 22300 and the General Conditions of the Contract.  Such securities shall be valued by the Contra Costa County Treasurer-Tax Collector, whose decision shall be final.  Also, types of securities which are not listed in Government Code Section 16430 or Public Contract Code Section 22300 must be approved as eligible for investment under Public Contract Code Section 22300 by the Contra Costa County Treasurer-Tax Collector before bid opening.  Unless such securities are prequalified before bid opening, they shall not be accepted by the Public Agency as security.

 

The successful bidder will be required to furnish a Payment Bond in an amount equal to one hundred percent (100%) of the Contract price and a Faithful Performance Bond in an amount equal to one hundred percent (100%) of the Contract price, said bonds to be secured from an admitted surety insurer authorized by the Insurance Commissioner to transact business of insurance in the State of California.  Each bond shall be issued on the form set forth in the specifications.

 

Bidders are hereby notified that pursuant to the Statutes of the State of California, or local law applicable thereto, the said Board has obtained the general prevailing rate of per diem wages and rates for legal holidays and overtime work in the locality in which this work is to be performed for each type of worker or mechanic required to execute the contract which will be awarded to the successful bidder.  The prevailing rate of per diem wages is on file with the Contra Costa County Clerk of the Board of Supervisors.

 

Bids submitted for this project may be subject to the Project Labor Agreement ("PLA") policy adopted by the Contra Costa County Board of Supervisors, which applies to all construction projects of $1 million or more awarded by the Board.  If the contract award, including any bid alternates awarded by the Board, totals $1 million or more, as a condition of contract award, the successful bidder must sign a PLA with the Contra Costa Building and Construction Trades Council.  Detailed information and requirements, including a form PLA, are included in Division B, Instructions to Bidders, and Division D, Forms, of the specifications.

 

Bidders are hereby notified that pursuant to SB854 (Stat. 2014, Chapter 28):

 

  • No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
  • No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
  • This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

 

The Board of Supervisors encourages opportunities to develop and support Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Small Business Enterprises (SBEs), Local Business Enterprises (LBEs), and Disabled Veterans Business Enterprises (DVBEs) by providing opportunities for participation in the performance of construction contracts financed in whole or in part with Public Agency funds.  MBE, WBE, SBE, LBE, and DVBE definitions and detailed information are included in Division E of the Specifications.  A mandatory pre-bid conference will be held on November 27th, 2018, at 1:30 p.m., in the Contra Costa County Capital Projects Management Division office, Conference Room A, 255 Glacier Drive, Martinez, California.  Discussion will cover recommended outreach efforts, resources and any other subjects of interest to attendees. 

 

The site is open and available for review by potential bidders at any time.

 

The Board of Supervisors reserves the right to reject any and all bids or any portion of any bid and/or waive any irregularity in any bid received.  Bids may not be withdrawn for a period of 60 days after the date set for opening thereof.
