PEDESTRIAN LIGHTING, SIDEWALK REPAIR AND CROSSWALKS STRIPING ON INTERNATIONAL BLVD FROM 1ST AVE TO 5TH AVE AND 22ND AVE TO FRUITVALE AVE

Description: The proposed work consists, in general, installing new pedestrian lights, electrical pull boxes, conduits, conductors, and crosswalks striping; replacement of damaged sidewalk

including minor amount of curb and gutter, and other minor incidental items including tree root pruning, sidewalk underdrain replacement, and paint touchup of City-furnished pedestrian light poles; and implementation of storm water pollution prevention.

Pre-Bid Meeting: (Voluntary)

Questions Due:December 4, 2018 by 2:00 PM by email to the Project Manager. It is the Contractor's responsibility to ensure that the email is received by the Project Manager. Responses to written questions will be issued by addendum no later than December 11, 2018 by 2:00 PM.

Bids Due: December 20, 2018 by 2:00 PM. Bids not received by the Office of the City Clerk, 1 Frank H. Ogawa Plaza, Room #101, Oakland, CA 94612 by the deadline will be returned unopened.

Engineer's Estimate: $969,850 (Base Bid); $353,000 (Bid Alternate)

Basis of Award: Base Bid

License Required: A or C10

Contract Days: 60 working days

Liquidated Damages: $1,500 per calendar day

Bonds: 10% Bid Security; 100% Payment and Performance Bonds

Oakland-certified Local Business Requirement: 50% minimum participation (excluding Specialty Items, if any. See Sections II.F, II.S and III.A.6). Firms unable to attend a voluntary pre-bid meeting are encouraged to contact the assigned Contract Compliance Officer to review the City’s Local and Small Local Business Enterprise (L/SLBE) program. Prime consultants should verify the L/ SLBE status of their sub-consultants prior to submittal.

Local Trucking Requirement: Yes

Self-Performance: 30% minimum, excluding Specialty Items if any per the Bid Schedule. See Special Provisions Section 2-3.2.

Department of Industrial Relations (DIR): SB 854 changed the laws governing how the DIR monitors compliance with prevailing wages requirements on public works projects. Refer to http://www.dir.ca.gov/public-works/SB854.html for more information. In particular:

No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the DIR pursuant to Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code Section 1771.1(a)].

No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the DIR pursuant to Labor Code Section 1725.5.

This project is subject to compliance monitoring and enforcement by the DIR.

The prime contractor must post job site notices prescribed by regulation.

Assembly Bill 219 requires companies hauling or delivering ready-mix concrete to register with the DIR as a public works contractor.
