CONCRETE CONSTRUCTION FOR THE CITYWIDE PAVEMENT REHABILITATION PROJECT

Description: The proposed work consists, in general, of approximately 35,000 SF of concrete sidewalk replacement; 250 curb ramp installations; 35 locations of retrofitting detectable warning dome pavers, 300 LF of concrete curb replacement; 1,000 SF of concrete gutter replacement; 1,000 SF of concrete driveway replacement; 8,000 SF of tree root pruning; and other work specifically shown in the project documents.

Questions Due:December 18, 2018 by 2:00 PM by email to the Project Manager. It is the Contractor's responsibility to ensure that the email is received by the Project Manager. Responses to written questions will be issued by addendum no later than December 21, 2018 by 2:00 PM.

Bids Due: December 27, 2018 by 2:00 PM. Bids not received by the Office of the City Clerk, 1 Frank H. Ogawa Plaza, Room #101, Oakland, CA 94612 by the deadline will be returned unopened.

Engineer's Estimate: $1,913,880 Base Bid

Contract Days: 140 working days

Liquidated Damages: $1,000 per calendar day

Bonds: 10% Bid Security; 100% Payment and Performance Bonds

Oakland-certified Business Requirement: 50% minimum L/SLBE (excluding Specialty Items, if any). See Section II.R.

Department of Industrial Relations (DIR): SB 854 changed the laws governing how the DIR monitors compliance with prevailing wages requirements on public works projects. Refer to http://www.dir.ca.gov/public-works/SB854.html for more information. In particular:

No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the DIR pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].

No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the DIR pursuant to Labor Code section 1725.5.

This project is subject to compliance monitoring and enforcement by the DIR.

The prime contractor must post job site notices prescribed by regulation.

Assembly Bill 219 requires companies hauling or delivering ready-mix concrete to register with the DIR as a public works contractor.
