The California Department of Corrections and Rehabilitation (CDCR) intends to contract with a firm for Engineering Services for the Reverse Osmosis Water Treatment Plant Project at Deuel Vocational Institution (DVI) located in Tracy, California.

 

CDCR is seeking Engineering Services to maintain and improve efficiencies in operating the existing Reverse Osmosis Water Treatment Plant (ROWTP), which uses raw water from three existing groundwater supply wells to make potable water for approximately 2,100 inmates and 1,000 staff. The DVI ROWTP includes sand separation equipment, bag and cartridge filters, and reverse osmosis comprising the Reverse Osmosis System, a brine concentrator system, a boiler, transfer station, chemical dosing systems for process scale control and drinking water, air compressors, instrumentation and controls and an integrated DCS system. The Consultant shall provide Engineering Services to improve reliability of the DVI ROWTP. All work must be completed in accordance with the requirements of California Department of Drinking Water and Title 22.

 

Related services may include, but not be limited to, monitoring plant performance, developing or improving operating procedures, provide operator training, prepare reports and provide asset management support.

 

CDCR anticipates selecting a firm to provide the required services for this Project with funding anticipated to begin in Fiscal Year 2019/2020 and concluding in Fiscal Year 2024/2025 assuming no budget delays are encountered to obtain future funding.

 

Contractor will be selected on the basis of written responses to this Request for Qualifications (RFQ) and an oral interview.

To qualify for providing the Professional Engineering Services of this request for Statements of Qualifications, the firm(s) and their subconsultants must be duly licensed and registered to practice in the State of California and all work must be performed under and approved by a California licensed Architect, Engineer or Contractor.

The selected firm should have experience in Engineering Services and a demonstrated track record of successful Project delivery. 

 

The CDCR is planning to select one firm to provide the Engineering Services for the Institution solicited through this RFQ.  Timely performance by the Consultant will be critical to meeting CDCR’s projected Institution needs. 

A Notice to Proceed for Engineering Services for this Project is subject to budgetary, legislative, and control agency approval of the proposed projects.

 

CDCR strongly encourages Disabled Veteran Business Enterprises and Small Business participation.

 

A Pre-Proposal Conference WILL NOT be conducted.
