ADVERTISEMENT FOR PREQUALIFICATION OF SUBCONTRACTORS

PROJECT NOTICE

The Marin Healthcare District (MHD) is a publically elected nonprofit entity that owns and operates Marin General Hospital and nine medical centers throughout Marin County. The District is responsible for promoting the health and welfare of the residents of Marin County. McCarthy Building Companies, hereinafter referred to as MBC, is the District’s selected Design- Builder and will assist Owner to award subcontracts as either lowest responsive or best value awards for the following project:

MARIN HEALTHCARE DISTRICT (MHD): WEST WING REMODEL AND ADDITION

PREQUALIFICATION OF PROSPECTIVE SUBCONTRACTORS (Phase I):

The MHD and MBC have determined that subcontractors who plan to participate in the bids/proposal process for this project

must be prequalified in order to submit bids/proposals.

Subcontractors who are prequalified for this solicitation of November 18, 2019 will be invited to participate in the delivery for their appropriate trade(s) for the West Wing Remodel and Addition Project through November 18, 2021.

 

Prequalified subcontractors are required to have California licenses for the work they intend to perform.

 

The prequalification process will be performed in phases in alignment with either 1) the development of OSHPD Package, 2) Phase of Construction, or a combination of both, all associated with the West Wing Remodel and Addition Project.

 

If the MHD determines that a Prequalified Subcontractor is performing unsatisfactory work, the contractor shall be removed from the prequalification list for the remainder of the prequalification period. MBC and MHD reserve the right to continue to solicit bidders during this 2 year period should the necessity arise to include additional bidders to the pool. Prequalified Subcontractors for listed trades in this solicitation will not be required to re-submit prequalification information when new Advertisements are issued. Also, should MBC and MHD find the need to discontinue using the Prequalified Subcontractors from this solicitation, MBC and MHD will provide notice to those Prequalified Subcontractors. The intent is to solicit bids or proposals in Phases as advertised for Prequalification at one time but the MHD and MBC reserve the right to solicit bids or proposals individual for each Phase or any combination of Phases.

GENERAL DESCRIPTION OF WORK:

West Wing Remodel and Addition Project:

The Project Consists of a Lobby Level and Level 1 Renovation of the West Wing Building, an adjacent one story addition and associated site improvements.

The modifications to the existing west wing will integrate smoothly with the new hospital replacement building. The tenant improvement will accommodate patient, staff, public and logistics transport between these buildings. A main lobby addition and entrance turn around will be built .

The new lobby level improvements will house the hospital entry, lobby, waiting area, admitting, café as well as the nuclear medicine and lab whereas level 1 modifications will remodel the surgery support area.

 

 

PREQUALIFICATION PROCESS:

Interested subcontractors and prior to starting the prequalification process, Subcontractors must contact Terry Ng by sending an e-mail to Terry Ng: tng@mccarthy.com with the following information in the email subject line: “RE: Marin General Hospital West Wing Remodel and Addition Prequalification”

 

PART 1 – Each prospective Subcontractor must complete or have already completed Part 1 using McCarthy’s Prequalification system and answer all questions and provide all requested information by the deadlines noted in the Prequalification Schedule. Any prospective Subcontractor failing to do so will be deemed as non- responsive and not prequalified for this Prequalification phase.

 

All Subcontractors that have responded to Part 1 will be notified in writing of whether or not they have successfully achieved Part 1 Prequalification status. Only those Subcontractors that have successfully achieved Part 1 Prequalification status will be permitted to participate in Part 2 of the Prequalification process. Part 1 includes general questions regarding company information, type of services, business classifications, bonding limits, business and project references, license/claims history/disciplinary measures, safety and health status, and business construction revenue.

 

PART 2 –When deemed necessary by MHD and MBC, Subcontractors who have successfully prequalified for Part 1 will be notified to also complete Part 2 process. Detailed instructions will be sent to Part 1 Prequalified Subcontractors when Part 2 process is applicable. Part 2 will include Project specific requirements. MBC will only accept completed Part 2 questionnaires via FAX, US Mail or Email.

 

Only those Subcontractors that successfully achieve Part 1 and Part 2 (if applicable) Prequalification status will be determined to be prequalified and only those so prequalified will be eligible to submit a Bid/Proposal for this Project.

 

PREQUALIFICATION SCHEDULE:

-Part I Prequalification will be available on MBC’s prequalification system beginning November 18, 2019 at 8AM PST.

-Part I Prequalification must be completed and submitted on MBC’s prequalification system by December 15, 2019 at 5PM PST.

-Part II Prequalification (if applicable) will be issued to all successful Part I subcontractors by December 29, 2019 at 5PM PST.

-Part II Prequalification (if applicable) must be completed and returned to MBC by January 6, 2020 5PM at PST.

-Bid Documents or Request for Proposal Documents will be available to Prequalified Subcontractors around the First Quarter of 2020.

 

Any questions or requests for clarifications or interpretation of the Part II Prequalification Documents must be submitted in writing to Kevin Lew, Preconstruction Director, MBC Inc. by EMAIL to klew@mccarthy.com November 6, 2019 5PM PST. Questions received after the above-noted deadline may be answered at the discretion of MBC and the MHD.

 

Any person or entity not satisfied with the outcome of the prequalification must file a writ challenging the outcome within 3 calendar days from the date of the MBC or MHD’s written notice regarding prequalification determination. Any assertion that the outcome of the prequalification process was improper will not be a ground for a bid protest. However, MBC and the MHD reserve the right to accept late submissions and to request, receive, and evaluate supplemental information after the above time and date at its sole determination.

 

Bid/Proposal Security in the amount of 15% of the Total Proposal Value shall accompany each Proposal. The surety issuing the Bid Bond shall be on the proposal deadline, an admitted surety insurer (as defined in California Code Civil Procedure Section 995.120)

 

The MHD and MBC reserves the right to reject any or all responses to Prequalification Questionnaires and to waive non- material irregularities in any response received.

 

All information submitted for prequalification evaluation will be treated as public record as provided by law except for trade secret/confidential information that is marked as such by the proposer.

 

Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the MHD within the limits imposed by law or MHD policy. Each Proposer may be required to show evidence of its equal employment opportunity policy.

The work described in the contract is a public work subject to section 1771 of the California Labor Code.

 

MHD has entered into a Project Labor Stabilization Agreement with the Marin County Building and Construction Trades Council. Subcontractors will become signatory to this Agreement. Marin General Hospital utilizes union only contractors. MHD will establish realistic goals for utilizing the local work force and will track actual versus goal over the life of the project.
