Bernards is requesting bids from qualified bidders on a project for the County of Los Angeles, DPW –MLK Jr. Behavioral Health Center, located in Los Angeles California.  The project includes the renovation of (1) building totaling over 485,000 SF, and 127,000 SF of site work.  The work will be over a construction duration of 16 months that will begin at the beginning of 2020.  Bernards is soliciting participation from subcontractors/vendors for the following trades: Structural Steel & Misc. Metals Acoustical Ceilings, and Lightweight Concrete. 


Plans & Specifications:  Plans and specifications will be available on or shortly after November 27, 2019.  Plans will be available in Bernards’ plan room at 555 First Street, San Fernando, California 91340.  You may also view or purchase plans through our reprographics company at


Subcontractors must comply with general prevailing wage rates (PCC 1720 et seq.).  Under new California law, all subcontractors and sub-tier subcontractors wishing to conduct business with any public entity must be registered and maintain good standing with the Department of Industrial Relations (DIR) prior to submitting a bid and during performance of the work (Labor Code 1725.5).  Only registered contractors and subcontractors to be awarded public works projects.  Please visit for more information and to register. 


Subcontractors must meet the minimum requirements outlined in the “community workforce agreement.”  Available to download from Bidmail or at Bernards Planroom.  Subcontractors must also comply with the Iran Contracting Act of 2010 (PCC 2204). 


By submitting a bid, subcontractor confirms they have reviewed Bernards’ Subcontract Agreement and will execute said Agreement without modification.  Please review all Bernards’ Standard Subcontract documents and forms on our website: .


All subcontractors awarded work on this project must be prepared to furnish 100% faithful performance and 100% payment bonds issued by a licensed, admitted corporate surety with a minimum A.M. Best rating of A-VI that is authorized to issue bonds by the State of California and is acceptable to Bernards, (current Treasury Listing is acceptable), in the full amount of their subcontracts.
