The City of Westminster, Colorado, respectfully requests qualifications for the Sheridan Boulevard Multimodal Transportation Improvement Project from qualified contractors (“Contractors”). The Successful Contractor will assist the City’s Community Development Department on the project that is discussed further in this request for qualifications (the “RFQ”).


This project uses federal funds, and federal compliance requirements will apply. Contractors interested in Bidding This Project must be pre-qualified with the Colorado Department of Transportation (“CDOT”). Copies of CDOT’s pre-qualified Contractor list can be obtained at:



Ten (10) copies of the sealed proposal must be received at the Cashier’s Desk located at the Westminster City Hall and shall be addressed as follows:

No submissions received after the due date for submissions shown above will be considered, and any submissions so received shall be returned to the Contractor unopened without consideration by the City under any circumstances. Sole responsibility rests with the proposers to see that its submission is received on time at the stated location.


Any modifications or withdrawal of a submission, prior to the date and time specified, is subject to the requirements in Part III of this RFQ, INSTRUCTIONS AND QUALIFICATION REQUIREMENTS.


The City reserves the right to reject any and all submissions or any part thereof, to waive any formalities or informalities and further, to award the services to the most responsive and responsible Contractor, according to the City’s evaluation and as deemed to be in the best interest of the City.


The proposer to whom a contract is awarded will be required to furnish a certificate of specified insurance coverages and a performance bond and a payment bond in the form provided in this RFQ. The amount of the performance bond and the payment bond shall each be 100% of the accepted bid amount.


Submissions must meet or exceed requirements contained in this RFQ.
