Description: The City of Oakland is soliciting bids for Landscape and Bioretention maintenance services for the Oakland Army Base and totaling approximately 148,278 sq. ft. (3.4 acres). The Project site is comprised of Maritime Street from West Grand Avenue to 7th Street, Wake Avenue from West Grand Avenue to the EBMUD property line, Burma Road from Maritime Street to its end near the San Francisco Bay Bridge Toll Plaza, and all of Adm. Toney Way. The site is essentially flat at Elev. 10 to Elev. 12. The project provided backbone infrastructure including the bio retention facilities that were installed where new impervious surfaces were created and/ or expanded. The impervious surfaces include Burma Road, Wake Avenue, Adm. Toney Way and Maritime Street. The contractor will be required to provide a full range of landscape management and maintenance services.

Pre-Bid Meeting: None.

Questions Due:January 23, 2020 by 2:00 PM by email to the Project Manager. It is the Contractor’s responsibility to ensure that the email is received by the Project Manager. Any addendum that materially changes the bid invitation shall be issued no less than 72 hours before the bid opening, unless the bid opening is extended by said addendum.

Bids Due: January 30, 2020 by 2:00 PM. Bids not received by the Office of the City Clerk, 1 Frank H. Ogawa Plaza, Room #101, Oakland, CA 94612 by the deadline will be returned unopened.

Engineer’s Estimate:$225,000.00

Basis of Award: The lowest base bid price, plus alternates taken in the priority order announced immediately before the bid opening, until the bid price is less than or equal to the available construction budget announced immediately before the bid opening.

License Required: C27 as prime, or as sub to A or B license

Contract Period: Two calendar years.

Liquidated Damages: $500 per calendar day

Bonds: 10% Bid Security; 100% Payment and Performance Bonds

Oakland-certified Local Business Requirement: 50% minimum participation (excluding Specialty Items, if any. See Sections II.F, II.S and III.A.6). Firms unable to attend a voluntary pre-bid meeting are encouraged to contact the assigned Contract Compliance Officer to review the City’s Local and Small Local Business Enterprise (L/SLBE) program.

Local Trucking Requirement: No

Self-Performance: 30% minimum, excluding Specialty Items if any per the Bid Schedule. See Special Provisions Section 2-3.2.

Department of Industrial Relations (DIR):

No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the DIR pursuant to Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code Section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the DIR pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR. The prime contractor must post job site notices prescribed by regulation. Assembly Bill 219 requires companies hauling or delivering ready-mix concrete to register with the DIR as a public works contractor.
