RE: Request for Statement of Qualifications (“RFQ”) for Construction Management (CM) Services to provide Construction Management (CM) Services for the twelve-story County Administration Building, the demolition and redevelopment of the 651 pine Street site, including the full or partial, demolition of the 1944 Annex of the Old Jail property at 650 Pine Street in Martinez, new Fire Station No. 9 in Pacheco, and new Fire Station No. 86 in Bay Point.

 

The County and Fire District intends to engage a firm or firms to provide Construction Management services for the County’s and Fire District’s projects referenced above. For the selected firm or firms, the contract term is anticipated to be three years and the total contract amount is to be negotiated with the successful CM/CM’s. The Capital Projects Management Division, Public Works Department, is requesting Statements of Qualifications (“SOQs”) from firms interested in providing Construction Management services for these important projects. SOQs are due at the Capital Projects Division Office, 255 Glacier Drive, Martinez, CA 94553, no later than 3:00 p.m. (PDT), Thursday, February 27, 2020. SOQs shall be addressed to the attention of Mr. Ramesh Kanzaria, Capital Projects Division Manager.

 

PROJECT DESCRIPTION: The County is in the process of reviewing development options for 651 Pine Street and for Annex of the Old Jail Property at 650 Pine Street. First phase will be demolition of existing buildings and second phase will be redevelopment. In addition, the Fire District is completing design documents for new 10,000 sf one-story Fire Station No. 9 in Pacheco, and for new 10,000 sf one-story Fire Station No. 86 in Bay Point. Currently, fire station projects are in final design and will proceed for permitting and bidding in a couple of months. These Facilities will be designed to achieve a LEED silver rating from the U.S. Green Building Council.

 

CM services will include project management pre-construction, construction phase and project closeout services. A more detailed description of the scope of work is provided in the RFQ.

A non-mandatory pre-SOQ conference is scheduled for Thursday, February 13th at 10:30 P.M., 255 Glacier Drive, Conference Room A, in Martinez. The County encourages the participation of LBE/SBE/MBE/WBE/DVBE/DBE firms.

 

Questions regarding this RFQ are to be in writing and directed to Capital Projects Management Division, ATTN: Ramesh Kanzaria – Capital Projects Division Manager, Ramesh.Kanzaria@pw.cccounty.us, no later than 11:00 a.m., Thursday, February 20, 2020. If necessary, responses to questions will be issued via an addendum which will be posted on the website. The County reserves the right to reject any or all SOQs. The County looks forward to an enthusiastic response to this RFQ.
