Sealed Bids will be received by the South Adams County Water and Sanitation District (Owner); Attn: Sandra Schrawder at 6595 East 70th Avenue, Commerce City, Colorado 80022 until 2:30 p.m., local time, Thursday February 27, 2020, for the project entitled “2020 SACWSD Water System Removal and Replacements Phase 1”.  At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud.


The project generally consists of replacing existing 6-inch and 8-inch water lines with new 8-inch water mains and replacing existing water service lines with new ¾-inch service lines and appurtenances for the South Adams County Water and Sanitation District in Commerce City, Colorado. The project area is located on several different streets in the same general area, generally bounded by E. 72nd Avenue to the north, E. 69th Avenue to the south, Holly Street to the east, and Fairfax Drive to the west. The project area also includes segments of Ivanhoe Street, E. 71st Place, Jasmine Street, and a southern loop at E. 69th Avenue. This project consists of installing approximately 15,600 linear feet of 8-inch water line, replacing and transferring a total of 168 water service lines, installing new fire hydrants, and associated asphalt removal and replacement.


All bids must be in accordance with the Contract Documents on file with the owner, South Adams County Water and Sanitation District, 6595 East 70th Avenue, Commerce City, Colorado 80022; and at the office of Muller Engineering Company, Inc., 777 South Wadsworth Boulevard, Suite 4-100, Lakewood, Colorado 80226.


Copies of the Contract Documents for use in preparing Bids may be obtained from Muller Engineering Company, 777 South Wadsworth Boulevard, Suite 4-100, Lakewood, Colorado 80226.  Bid documents will be available on Friday, February 7, 2020 at no charge.


Bids will be received on a unit price basis.  Bid security in the amount of 5 percent of the total Bid must accompany each Bid.


It is anticipated that the Contract Agreement will be signed and the Notice to Proceed will be issued in late March, 2020.  Construction shall be completed and ready for final payment within two hundred forty (240) calendar days.


The successful Bidder will be required to furnish a Construction Performance Bond and a Construction Payment Bond as security for the faithful performance and the payment of all bills and obligations arising from the performance of the contract.


The Bid and Bid Security will remain subject to acceptance for 77 calendar days after the Bid opening, or for such longer period of time that Bidder may agree to in writing upon request of Owner.


The District reserves the right to reject any and all Bids, to waive informalities, and to reject non-conforming, non-responsive, or conditional Bids.
