INVITATION TO BID
BID OPENING: The Council of the City of Richmond will accept bids for the construction of Martin Luther King Field Turf Replacement Project until 2:00 p.m., Monday, July 30th, 2020 via the City’s secure online bidding system at www.ci.richmond.ca.us/bids. All contractors will receive an e-bid confirmation number with a time stamp.
PRE-BID CONFERENCE: There shall be one mandatory pre-bid conference held at the project site located at 360 Harbor Way South, Richmond, CA 94804, on Wednesday, July 15th, 2020 at 11:00 a.m. Proof of attendance shall be via completion of a sign-in sheet, which will be distributed at the pre-bid conference. Failure to attend the pre-bid conference shall constitute bid disqualification. The Architect and/or City Staff will be available to answer questions relating to this bid invitation, the bid documents, and the project scope of work during these pre-bid conferences. The Engineer’s Estimate of Probable Construction Cost for the Base Bid Work is approximately $450,000.00
WORK DESCRIPTION: Work includes removing and replacing the field turf at Martin Luther King Jr. Field Park as per Construction Documents prepared by Shaw Sport Exe, and for all other work including keeping existing football, soccer and mini soccer field turf replacement and markings, items or details not mentioned above that are required by the Drawings, Standard Specifications, or these Special Provisions.
BID DOCUMENTS: Bid Documents can be ordered online as electronic files at no cost. You must be a registered vendor with the City of Richmond to place an order for bid documents. If you have difficulty downloading the bid documents, please submit your inquiries through the online bidding system.
BID DEPOSIT: A certified check or bank draft, payable to the order of the City of Richmond, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total bid shall be submitted with each bid.
FEDERAL AND STATE PREVAILING WAGE RATES: Attention is called to the fact that not less than the minimum State and Federal prevailing wage salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.
SECTION 3 REQUIREMENTS: The work performed on the project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701. Section 3 requires that to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project area, and agreements for work in connection with the project be awarded to business concerns, which are located in, or owned in substantial part by persons residing in, the area of the project.
RIGHT TO REJECT BIDS: The City of Richmond reserves the right to reject any or all Bids or to waive any informality in the bidding. Bids may be held by the City of Richmond for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
