EXISTING WATER TANK IMPROVEMENT PROJECT
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Existing Water Tank Improvement Project will be received by the Borough of Flemington, on Tuesday December 8, 2020 at the office of the Borough Clerk, 38 Park Avenue, Flemington, New Jersey 08822, until 11:00 a.m. local time. The bid opening will be conducted via Live-Stream from the Freeholder’s Meeting room. You can access the Live-Stream from the Borough' website at www.historicflemington.com at the prevailing date and time stated in this Notice to Bidders. During the bid opening process, the bidders will be announced as well bid amounts. A bid review providing unit prices will not take place at the openings. Instead, this information will be posted on the Borough's website once available. The project consists of construction of the following:
Base Bid – Construction of a 300,000 gallon potable water elevated tank, re-painting and rehabilitation of a 1,000,000 gallon potable water standpipe, installation of a 2,700 square foot building, booster pump installation, 200 kw emergency generator and transfer switch and other related site, electrical and Scada improvements.
The Borough shall reserve the right to award the base bid or to reject all bids.
The Issuing Office for the Bidding Documents is: Martucci Engineering, LLC, 49 East Main Street, Flemington, New Jersey 08822, the office of the Borough Engineer Robert Martucci, P.E. (email@example.com) (908-297-2422). Prospective Bidders may examine the Bidding Documents at the Issuing Office Mondays through Fridays between the hours of 9am and 5pm and may obtain copies of the Bidding Documents from the Issuing Office and is maintaining social distancing.
The Borough of Flemington is maintaining Social Distancing; therefore, it is encouraged to Mail in your bid responses in a timely manner via USPS, UPS and FedEx, etc. If they must be hand-delivered, potential bidders may drop them off at 38 Park Avenue, Flemington, NJ. Face coverings are required and one person at a time will be allowed to enter the building.
Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above for a non-refundable charge of $75.00 for each set. Checks for Bidding Documents shall be payable to Martucci Engineering, LLC. Upon request and receipt of the non-refundable charge indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A pre-bid conference (not mandatory) will be held on Tuesday November 24, 2020 at 11:00 a.m. local time at 37 Shields Avenue Flemington, New Jersey 08822. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
“Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirements to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver (None) apply to this contract.”
