Prequalification Overview
This is a two-phase selection process. Phase 1 consists of a prequalification process and is open to all firms wishing to submit. Three firms for each trade package will be shortlisted after reviewing and ranking the Phase 1 proposals. The final selections will be made from the shortlisted firms based on their Phase 2 proposals.
Project Description:
The new Annex replaces the existing California State Capitol Annex Building completed in 1952 and consists of demolishing the existing Annex, construction of 500,000 gross square foot, 8 floor office building with hearing rooms and an underground parking garage. The new Annex attaches to the east side of the historic West Wing of the State Capitol building. The project contract type is Construction Manager @ Risk with a GMP. The project will have a project labor agreement, community workforce agreement and SB/DVBE requirements similar to the Department of General Services projects.
Project Schedule:
Phase 1 will occur January / February of 2021. Phase 2 will occur immediately after with the final selections scheduled for the end of March. Selection will be on a best value basis. Annex construction is scheduled to start summer 2022 and completing fall 2025. There will also be make ready work beginning in 2021 that may or may not be a part of this contract.
Phase 1 consists of the following:
1. Contact Debbie DeVries at ddevries@tcco.com to obtain access to Building Connected. Once in Building Connected please agree to the Non-Disclosure Agreement (NDA) and you will have access to the 50% DD drawings and Turner Standard Bid docs for your information only.
2. Complete/update with 2020 information the standard Turner subcontractor prequalification form. The prequalification form is accessed and completed online at www.turnerconstruction.com . Contact Tiffany McAvoy at tmcavoy@tcco.comwith questions.
3. Complete and submit the Supplemental Capitol Annex Replacement prequalification application located in the PQ folder on Building Connected before the due date below.
The Supplemental Annex Replacement prequalification submittal will require information on relevant project experience, preconstruction expertise, demonstrate estimating ability for conceptual and schematic designs, as well as GMP development and management of a GMP contract by providing an estimate on the 50% schematic. Refer to the Supplement PQ item 2.

Plumbing +/- $10 million
Mechanical Piping +/- $5 million
HVAC +/- $35 million
Electrical/low voltage +/- $45 million
