REQUEST FOR BID (RFB)
A. Summary of Work
NCS, on behalf of Sun Valley Farms (SVF) Unit VI Water Company is soliciting Contractors’ bids to construct the new improvements at their existing facility. The project is located approximately 15 miles south of US 60 at the east end of E. Hash Knife Draw Road in San Tan Valley, in Pinal County. The basic scope of work for this project is out lined below.
Basic Scope of Work:
The construction of the 2 new welded steel water storage tanks as defined in the Project Drawings, dated December 31, 2020. (Drawings)
The construction of new yard piping as defined in the Drawings.
The construction of a new duplex booster pumping system as defined in the Drawings.
The construction of the new chain link fence and gates as defined in the Drawings.
The construction/installation of new electrical improvements as defined in the Drawings.
B. Bidding and Award Activities
Advertisement Period: January 11 – February 5, 2021
Pre-Bid Site Visit Meeting: February 12, 2021 @ 10:00 a.m. (MDT)
Questions Due by: February 17, 2021 @ 4:00 p.m.
Response to Questions: February 19, 2021 @ 5:00 p.m.
BID Due Date: February 26, 2021 @ 4:00 p.m.
Evaluation of BIDs: March 1 – 3, 2021
Project Award March 4, 2021
Execution of Agreement: By March 12, 2021
Notice to Proceed March 13, 2021
All questions must be submitted in writing to Narayan Bharadwaj, Project Engineer via email at email@example.com. NCS Engineers will only respond to questions related to this RFB received prior to the date indicated above. All such inquiries should have "SITE IMPROVEMENTS, SUN VALLEY FARMS UNIT VI - QUESTIONS" in the subject line.
D. BIDs may be submitted by email, mailed or in-person as follows:
F. Bidders mailing their BIDs shall allow sufficient time for delivery to ensure receipt by the due date and time. BIDs submitted by email shall be followed with an original hard copy.
G. Only responsive BIDs will be considered for award. In order for a BID to be considered responsive, the BID form must be filled in COMPLETELY and received ON-TIME.
H. Addendum to the BID: In the event it becomes necessary to revise any part of the BID, the Project Engineer shall issue a written addendum on the specifics of the change and inform all concerned. Bidders shall ensure a signed copy of acknowledgment of any addendum is included with their BID.
I. Rejection of BIDs: NCS/SVF reserves the right to reject any or all BIDs and to waive informalities in the BIDs received whenever such rejection or waiver is in the best interests of the Owner. NCS reserves the right to reject any BID based on any deficit past performances.
J. All costs incurred by Bidders in preparing for and responding to this solicitation are the sole responsibility of the Bidder.
K. NCS/SVF will select the successful BID(s) on a best value basis, not strictly on a cost basis analysis e.g., the lowest cost. The successful bidder(s) will best meet the evaluation criteria's consisting of qualifications, past performances, completing projects on schedule within budgets. The successful bidder(s) is expected to perform at a high level to meet the project's contractual requirements.
L. Award of Contract: Upon selection/award, the Agreement will be executed between Sun Valley Farms Unit VI Water Company and the successful bidder. The successful BID be made a part of the agreement.
M. Liability: By submitting a Bid, the Bidder agrees to indemnify, defend and hold harmless SVF and NCS and their officers, agents, employees, community representatives and volunteers from any and all claims, judgments, losses, damages, payments, costs, and expenses of every nature and description, including attorney's fees, arising out of or resulting from the bidder's negligent performance of work, as defined in the project contract documents.
