Tri-City Volunteers Inc., a nonprofit agency, providing emergency social services to low income Fremont families, seniors, and individuals in economic crisis, is seeking a qualified licensed California general contractor with previous experience working with federal funds to submit bids on the following project:
The Project is more specifically defined in the Contract Documents, but generally consists of the following scope of work:
TCV has occupied the building since 1985. Due to the pandemic, TCV was force to close the Thrift Store in 2020 and is looking to repurpose the sales floor area.
Remove the existing carpet in the thrift store sales floor (approximately 2,800 sq. ft.) then inspect and prepare the concrete flooring area for treatment. The quote must include moisture testing to insure proper adhesion of the floor coating material. Test results must be shared with TCV Project Manager prior to proceeding with coating application. Quote must include concrete floor sand blasting, patching/repairing of any holes, filling of expansion joints and coating with material that is able to withstand pallet jacks and fork lifts, heavy foot traffic and standing water. The specification of the material used for this project needs to be similar to the products referenced below. Any significant deviations need to be explained in the contractor’s quote.

Bidders are required to complete a Walkthrough of the job site. Bidders need to contact Michael Mayer to schedule the Walkthrough. Walkthroughs can be scheduled after bid release until noon, April 5, 2021. Walkthroughs are available Monday through Friday, 8am to 3pm. If bidders have previously visited the job site a second walkthrough is not required.
This project is funded by the City of Fremont Community Development Block Grant (CDBG) program. The successful low bidder will be required to comply with all applicable federal CDBG regulations, including, but not limited to Federal Davis Bacon prevailing wage rates. The successful low bidder must be a California licensed General Contractor. A Performance Bond may be required.
