NEEDLES BORDER STATION REPLACEMENT
CALIFORNIA DEPARTMENT OF FOOD AND AGRICULTURE
NEEDLES, SAN BERNARDINO COUNTY, CALIFORNIA

 

This project constructs a new Border Protection Station south of Needles, west of the existing California Department of Food and Agriculture (CDFA) inspection station, which is five (5) miles inside the California/Arizona state line. The new location has not yet been determined. State has identified four (4) potential sites. The project footprint will be located on15 to 35 acres along I-40.

 

The project shall include 4 to 6 vehicle inspection lanes, an office building approximately 4,000 sf, 2 to 4 truck inspection lane, and a truck office building between 1,120 sf to approximately 4,000 sf. Site improvements will require the following: Transition lanes to the vehicle inspection station, truck inspection building access and transition lanes back to I-40, adjacent frontage road re-alignment and improvements, employee parking, public parking, truck parking, standalone photovoltaic, site related appurtenances, incinerator, site utility improvements including but not limited to: site electrical, site lighting, propane tank, water well and associated pump building, fire water storage tank, storm detention basin, landscape, irrigation, signage and striping.

Demolition of the existing Border Station may involve asbestos and lead containing materials or other hazardous materials requiring abatement design, air monitoring and observation.

 

Contractor will be primarily responsible for all scope within Caltrans’ right of way, as well as all site utilities, site lighting. Contractor will also be responsible with coordinating its work with that of the DGS design team who will be responsible for the buildings and the DGS CEQA Sub-Consultant who will be responsible for the CEQA document.

 

Because this project is within Caltrans right of way, Caltrans will have oversite approval for this project and will require the construction documents and reports/studies follow the criteria as outlined in the Caltrans Project Development Manual. Since this project is along an interstate, the Federal Highway Administration (FHWA) will also need to approve the project as well. As part of Caltrans’ approval process, they require evaluation of alternative site plan locations, in which we have identified three (3) sites with our project programming.

Additionally, comprehensive technical studies, reports, preliminary plans, and a community outreach program discussing the project may be required to formally approve the project. Engineering firm shall have worked on Caltrans Capital Outlay Projects and have experience with Project Study Report/Project Development Support (PSR/PDS), Project Initiation Document (PID), Project Report (PR), Project Approval & Environmental Document (PA&ED), R/W acquisition phase and Plans, Specifications and Engineering (PS&E).

Request processing will be delayed if all information is not provided.

 

All work shall be performed under and approved by a design professional, or contractor, licensed in the State of California.

 

The estimated cost of construction for the project is $53,000,000. The estimated duration of this contract will be eight (8) years.
