SECTION 1:  NOTICE INVITING SEALED BIDS

 

Project: Sanitary Sewer Point Repair – at Roymar Road and Airport Road

Project ID: City of Oceanside Project No. S21-00001

 

1.1       PUBLIC NOTICE IS HEREBY GIVEN that the NLA OCEANSIDE, LLC, hereinafter referred to as NLA OCEANSIDE, LLC, invites sealed bids for the above stated project and will receive such bids in the office of and addressed to Net Lease Alliance, 2700 Corporate Drive, Suite 200, Birmingham, AL  35242  up to the hour of 2:00 pm, the 5 th day of October , 2021.

 

1.2         Bids shall be written clearly and legibly in conformance with the Instructions to Bidders and submitted in a sealed envelope plainly marked on the outside “SEALED BID FOR “SANITARY SEWER POINT REPAIR AT ROYMAR ROAD AND AIRPORT ROAD,” (CITY OF OCEANSIDE PROJECT NO. S21-00001) – DO NOT OPEN WITH REGULAR MAIL.”

 

1.3         The work to be done is described in the Plans, Special Provisions, and other Contract Documents for the above stated project.  The NLA OCEANSIDE, LLC reserves the right to delete or reduce any bid item at the time the Notice of Award is sent.  The general items of work included in the scope of work are as follows:

 

1.3.1   Scope of Work:       The scope of work includes rehabilitation of approximately 351 feet of existing 8" VCP sewer with cure in place pipe lining within Roymar Road; replacement of approximately 351 feet of existing 8" VCP sewer with 8" SDR26 PVC within Roymar Road; rehabilitation of four (4) existing manholes within Roymar Road; approximately 5 sewer lateral reconnections; rehabilitation of approximately 256 feet of existing 8" VCP sewer with cured-in-place pipelining within Airport Road; replacement of approximately 728 feet of existing 8" VCP sewer with 8" SDR26 PVC within Airport Road;  rehabilitation of six (6) existing manholes within Airport Road; sewer bypass; pre-construction and post-construction CCTV; temporary erosion control/BMPs; and traffic control.

 

1.3.2   Location of Work:  Roymar Road between Airport Road and Mission Avenue, and Airport Road between Roymar Road and Mission Avenue in the City of Oceanside, California

 

1.3.3   Plan Reference Numbers:           S21-00001 (Sheets 1 through 10)

 

1.3.4   Time for Completion.        Time is of the essence in the performance of work under this contract.  All work shall be completed in every detail to the satisfaction of the City of Oceanside Water Utilities Department, exclusive of Maintenance Periods, within 90 calendar days after the commencement date set forth in the Notice to Proceed.

 

 

1.4 Copies of the Plans, Special Provisions, and other Contract Documents are available from BELL BLUE REPROGRAPHICS, 3740 Oceanic Way, Suite 305, Oceanside, California  92056, (760) 433-6881 upon payment of a $50 (plus CA sales tax) non-refundable fee.  Mailing fee information is available from Bell Blue Reprographics.

 

1.5  The CONTRACTOR to whom the contract is awarded shall be required to possess a Class “A” General Contractor’s License or C-34 Specialty Contractor’s License at the time the contract is awarded.

 

1.6   The general prevailing rate of wages for each craft or type of worker needed

to execute the Contract shall be those as determined by the Director of

Industrial Relations pursuant to the sections 1770. 1773. and 1773.1 of the

Labor Code. Pursuant to section 1773.2 of the Labor Code. a current copy of

applicable wage rates is on file in the Office of the City Engineer of the City

of Oceanside. The Contractor to whom the Contract is awarded shall not pay

less than the said specified prevailing rates of wages to all workers employed

by him or her in the execution of the Contract.

 

1.6.1  The CONTRACTOR shall be responsible for insuring compliance with

provisions of section 1777.5 of the Labor Code and section 4100 et seq. of

the Public Contracts Code, "Subletting and Subcontracting Fair Practices

Act." The City Engineer is the City's "duly authorized officer" for the purposes

of section 4107 and 4107.5.

 

1.6.2   The provisions of Part 7, Chapter 1, of the Labor Code commencing with

section 1720 shall apply to the Contract for work.

 

1.6.3   Contractor or subcontractor shall not be qualified to bid on, be listed in a bid

Proposal, subject to the requirements of Section 4104 of the Public Contract

Code, or engage in the performance of any contract for public work, unless

currently registered and qualified to perform public work pursuant to Section

1725.5. This project is subject to compliance monitoring and enforcement by

the Department of Industrial Relations.

 

1.6.4  The prime contractor and all subcontractors shall comply with Section 1776

of the Labor Code, which generally requires keeping accurate payroll records,

verifying and certifying payroll records, and making them available for

inspection. Contractor shall require all subcontractors to comply with Section

1776.

 

 

1.7  Further, there shall be no discrimination in employment practices on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, or sexual orientation of such person.

 

1.8   The NLA OCEANSIDE, LLC. hereby affirmatively ensures that minority, or women business enterprises will be afforded full opportunity to submit bids in response to this notice and bidders will not be discriminated against on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, or sexual orientation.

 

1.9    Pursuant to California Public Contract Code Section 22300, and at the request and expense of the CONTRACTOR to whom the contract is awarded, securities shall be permitted in substitution of money withheld by the NLA OCEANSIDE, LLC. to ensure performance under the contract.

 

1.10      The NLA OCEANSIDE, LLC. reserves the right to reject any or all bids, to waive any irregularity, and to take all bids under advisement for a period of thirty (30) days after the date the bids are publicly opened.

 

1.11      The successful bidder shall be required to furnish a performance and warranty bond equal to one hundred percent (100%) of the amount bid and a labor and materials bond equal to one hundred percent (100%) of the amount bid.  

 

1.12      Bidders shall be required to furnish a certificate of insurance for commercial general liability, automotive liability and workers compensation.
