Request for Qualifications
This Document includes a facsimile of the legal notice informing all Applicants of MWH Constructors & Webcor Builders, A Construction Joint Venture (hereafter referred to as MWH/Webcor) intent to solicit and receive Statements of Qualifications with the purpose of prequalifying Bidders to submit proposals to perform Work on specific Bid Package listed in this advertisement for the WW-647R Biosolids Digester Facilities Project.
After accessing the link, Applicants will be directed to a BuildingConnected Public Plan Room where Applicants will find the RFQ packages and instructions on how to download the RFQ documents. Applicants shall submit statements of qualifications to MWH/Webcor via BuildingConnected Website NO LATER THAN April 11, 2022.
This work will be performed at the Southeast Treatment Plant. This is an operating wastewater plant with extensive above- and below-grade infrastructure that must remain in continuous operation at all times. A brief description of the work.
1. T-40.03 Process Mechanical B615, B613
Furnish and install all process mechanical equipment including but not limited to pumps, valves, and appurtenances.
Furnish and install specialty process equipment including but not limited to dewatering polymer systems, biosolids storage and loadout systems, belt filter press dewatering equipment, and waste gas burners.
Furnish and install HVAC systems.
Trenching, excavation, offhaul, and backfill for all buried piping. (Includes some concrete encased piping).
Commissioning and maintenance of equipment.
Design, furnish, and installation of pipe support systems and seismic bracing.
Specialty shop-applied and field-applied coating systems for piping and equipment.
Applicants who pre-qualify as Bidders are hereby notified that work to be performed under this contract will be in full or in part financed by the Clean Water State Revolving Fund (SRF), administered by the United States Environmental Protection Agency (US EPA) and the State Water Resources Control Board (SWRCB), and the Water Infrastructure Finance and Innovation Act (WIFIA), also administered by the US EPA.
Applicants who pre-qualify as Bidders are required to seek, and are encouraged to use, Disadvantaged Business Enterprises (DBEs) for their subcontracting and procurement needs. These requirements apply to all subcontracts for equipment, supplies, construction, and services. The SFPUC has adopted the following Fair Share Objectives for participation of DBEs in this SRF funded project. These are project-wide participation goals that the Contractor may seek to meet:
1. 5.6% MBE
2. 1.2% WBE
The project wide goal for Local Business Enterprise participation for the Project is 12% of the Contract Sum. The Local Hiring Goal for the Construction Phase of the Project is 30% and 50% for apprentices for each trade. In accordance with California Labor Code Sections 1771.1 and 1725.5, no contract can be awarded to a Bidder without proof that the Bidder and all identified subcontractors are currently registered with the California Department of Industrial Relations.
