Project Owner:  Los Angeles County Metropolitan Transportation Authority (“LACMTA”)

Project Proposal Date:  April 26, 2022 @ 11am PDT

This advertisement is in response to LACMTA’s DBE Program Requirements

 DBE Contract Goal: 12%


Kiewit Infrastructure West Co. (“Kiewit”) is seeking quotes from qualified DBEs to perform as subcontractors, material contractors, suppliers, professional services and truckers. DBEs must be certified by the California Unified Certification Program (CUCP) by bid proposal due date. DBE certification must include the North American Industry Classification System (NAICS) code(s) for the scope(s) of work you wish to perform as a DBE.


This is a public works project with a Construction Manager/General Contractor (CMGC) contract delivery structure and will be performed in two Phases – Phase 1 and Phase 2. This bid notice is for Phase 1. The project is eligible for FHWA federal-aid funding and is therefore, subject to certain statutes, rules and regulations applicable to work financed in whole or in part with federal funds, including requirements of FHWA Form 1273 and Buy America provisions.


Bid opportunities for pre-construction scopes of work (Phase 1) include, but are not limited to the following:

Responsive bidders must possess a valid California Contractor’s license (as applicable) and provide acceptable insurance. Bonding for 100% of the resultant agreement may be required. When bonding is required, Kiewit will reimburse bond premiums.  Firms seeking contracts in excess of $100,000, must be prequalified with LACMTA unless exempted.


DBEs Interested in submitting pricing/qualifications are to complete the KIEWIT 105 QUESTIONNAIRE no later than March 29, 2022.  Qualified interested bidders will receive Request for Quotes (RFQ) packages through BuildingConnected on March 30, 2022. Quote deadlines are April 15, 2022.
