Project Description: The Crossroads at Washington includes a county parcel bordered to the south by east Santa Ana Boulevard. The site falls under SD-84 specific plan, transit village zoning code and is located in the transit village (tv) zone. The project includes 2 buildings of type VA construction with stacked flats consisting of eighty-six (86) affordable housing units and permanent supportive housing units with 100% of the units at 30% AMI. The unit mix includes five (5) different unit types, ranging from studios to 4-bedroom units. Building 1 is 4-stories and includes community areas with leasing and management offices and retail component for a community serving use at the ground floor with residential units above. Building 2 ranges from 2 to 3 stories of residential units. One-hundred and twenty (120) parking spaces have been provided for the project in an on-grade parking lot, which includes accessible parking and electric vehicle (EV) parking. The project includes site amenities. It will include a pool area, tot lot, dog run/wash and barbeque / picnic area. The architectural style will be mission revival in compliance with the city of Santa Ana’s Transit Zoning Code. This project has State Prevailing Wages, Federal Davis-Bacon Wages and U.S. Department of Housing and Urban Development (HUD) section 3 regulations (24 CFR 135) and is being developed by Washington Santa Ana Housing Partners, LP. The project has been awarded tax credits and will begin construction in June 2022. The projected project completion is November 2023. The bid closing date is July 1, 2022. KPRS Construction Services, Inc. is the in-house General Contractor and will be bidding out 100% of the trades and self-performing 0% of the trades.


Prequalification/Requirements: The bidder shall be a licensed contractor pursuant to the Business and Professionals Code and be licensed in the applicable classifications for the trades for which the contractor is submitting a bid. The bidder represents and warrants that all subcontractors and sub-subcontractors shall always be properly licensed during performance of the Contract. The project is subject to prevailing wage requirements as prescribed by the State of California of Industrial Relations (“DIR”), as well as Federal Davis State and Federal government sources and must meet both State and Federal requirements for prevailing wages. Current State determinations for reference can be found at: Current Federal determinations for reference can be found at: The wage determinations are subject to updates and potential increases prior to project start, change throughout the course of the project, and are provided for reference only. It is the Contractor’s responsibility to determine the current and applicable wage rates for all job classifications. All subcontractors submitting bids must be registered with the DIR as a public works contractor. The project is also subject to HUD Section 3 regulations. Preference will be given to local Section 3 businesses for contracting when applicable. The project is not OCIP Project.


Bid Instructions: Bid the project per the plans and specifications. Provide all suggestions for alternates and value engineering as alternates with pricing. Any “or equals” need to be identified in the bid if the specifications reference this. Any acceptable “or equals” shall be in contract agreement.
