Resources for Community Development, RCD, a nonprofit agency developing affordable housing for Contra Costa County residents has selected JH Fitzmaurice, Inc., JHF, as the General Contractor.

JHF is seeking bids from qualified subcontractors, including, but not limited to:

MBE/WBE/Section 3/LBE/SLBE/DVBE Subcontractors and suppliers for

New Construction of 1313 Galindo Street Apartments


The Galindo Apartments project is 62-unit 100% affordable apartments for small families and households with special needs, including veterans and seniors. The building will be 4 stories of Type IIIA with load bearing metal stud framing construction over 1 story of Type 1A concrete podium for a total of 5-stories. There will be a total of 72 parking spots (car-lift / car-stacker). Amenities provided include a South-facing community room opening onto an exterior courtyard at the podium level, laundry room, tot lot play area, bike room on the ground floor and both manager’s and building services offices.

Construction will start Mid-August 2022 and will be duration of 20 months.

State of California & Davis Bacon Prevailing Wage. (1313 Galindo Street Apartments is subject to both Federal and State prevailing wages. The subcontractors are responsible to review both sets of prevailing wage classifications and pay the highest applicable wage and fringe benefits

The attached HUD 4010, Federal Labor Standards Provisions, Federal Wage Decision CA20220018 Modification #6 04/01/2022, and applicable DIR wage determinations and requirements


State & Federal Apprenticeship and Section 3 of Housing and Urban Development Act of 1968, as amended, 12 U.S.C 1701 Requirements

JHF is signatory to Carpenters and Laborer Unions, Carpenters and Laborer to be Union

Bidders must be registered with the California Department of Industrial Relations as a registered Public Works Contractor. This project is subject to enforcement by the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Labor (DOL) and the State’s DIR.

Plans, Specifications, Reports, Wage Determinations and Contract Compliance requirements, including but not limited to, HUD 4010, Wage Decision CA20220018 Modification #6 04/01/2022, CCC Bid and Contract Language, CCC Section 3 Plan Packet, and applicable DIR wage determinations and requirements are available to download via following link:

This project is partially funded by the Contra Costa County Community Development Block Grant (CDBG), HOME Investment Partnership Act (HOME) and Housing Opportunities for Persons with AIDS (HOPWA) programs. The successful low bidder will be required to comply with all applicable federal CDBG/HOME/HOPWA regulations including payment of prevailing wages as specified.


General Liability insurance and Workers Compensation insurance will be required.

100% Payment & Performance bond may be required.
