Project: Esperanza Place 1250 Las Juntas Way, Walnut Creek
Project Description: Habitat for Humanity is the developer and general contractor for this 42‐home affordable‐housing development serving low‐income and moderate‐income homeowners in Walnut Creek. Vertical construction is anticipated May 2022 through August 2023 for Phase 1, and August 2023 through December 2024 for Phase 2.
Scope of Work: The contractor is accepting bids for the following trades:
- Countertops
- Doors and Trim
- Drywall
- Insulation
- Landscaping
- Painting
- Roofing
- Siding
- Steel Fences & Trash Enclosures
- Tile

Contra Costa County Section 3 Plan: This project is subject to the Contra Costa Section 3 Plan. (Prevailing wage requirements do not apply to this project).
1. The successful low bidder will be required to register with the California Department of Industrial Relations as a registered Public Works Contractor, if the selected bidder is not currently registered. This project is subject to enforcement by the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Labor (DOL) and the State’s DIR.”
2. The Contractor will use its best efforts to afford minority‐owned and women‐owned business enterprises the maximum practicable opportunity to participate in the construction of the project. The Contractor shall, at a minimum, notify applicable minority‐owned and women‐owned business firms located in Contra Costa County of bid opportunities for the project. Documentation of such notifications shall be maintained by the Contractor and made available to the County as requested.
3. The contractor will not discriminate against any employee or applicant for employment because of race, color, religion, sex, or national origin. The contractor will comply with all provisions of Executive Order 11246 of September 24, 1965 and of the rules, regulations, and relevant orders of the Secretary of Labor.
4. (If the amount of CDGB / HOME funds exceeds $200,000.) “The work performed on the project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701. Section 3 requires that to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project area, and agreements for work in connection with the project be awarded to business concerns which are located in, or owned in substantial part by persons residing in, the area of the project.
