NOTICE TO BIDDERS
Nurturing Independence through Artistic Development (NIAD) invites the submission of sealed bids from qualified general contractors for restroom improvements to NIAD Art Center, located at 551 23rd Street, Richmond, CA 94804.
The project features the following general scope of work: NIAD-CAP Phase 1.
NIAD-CAP Phase 1 facility improvements include the upgrade of two existing restrooms and the creation of an additional restroom and adult changing station on the ground floor of the facility, to be compliant with the Americans with Disabilities Act (ADA), Community Care Licensing-Title 22 (CCL/Title
22) regulations, and with California’s Equal Restroom Access Act (ERA). Scope of work includes:
- demolition of two double-stall restrooms with debris removal,
- reverse placement of womens and mens rooms during double-stall restroom rebuild,
- new construction of all-gender restroom with adult changing table,
- tiling of all restroom walls and floors,
- mechanical, electrical, plumbing work to accompany the above,
- site clean-up,
- scheduling to accommodate weekday program activities, and
- communication with NIAD re: any changes in permit use.
- NIAD Art Center will provide project permits; permitting should not be included in scope of work.
Competitive bids will include an itemized bid sheet with cost per item, as well as a proposed timeline for work.

Bid Walk: A mandatory Pre-Bid meeting will be held at the project site, with simultaneous participation via Zoom on the following date: Tuesday, July 12, 2022 at 3PM.

Bids are due on the posted bid due date deadline, at which all bids will be opened.
Bids received after the deadline will not be accepted.
This project is funded in part by the Contra Costa County CDBG program. The successful low bidder will be required to comply with all applicable Federal CDBG regulations including payment of federal prevailing wages (Davis-Bacon). In addition, this project is subject to California State prevailing wages and public works project requirements. The successful low bidder must be a California licensed contractor and must be able to provide proof of general liability insurance and workers compensation insurance. The successful low bidder must be a registered “Public Works Contractor” with the California Department of Industrial Relations (DIR). This project is subject to enforcement by the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Labor (DOL) and the State’s DIR. Local M/W/DBE certified contractors are encouraged to submit bids. Nurturing Independence through Artistic Development reserves the right to reject any or all bids.
