Huff Construction Company, inc. invites the submission of bids from qualified subcontractors and vendors for the ground-up construction of an affordable housing apartment complex located at

811 San Pablo Avenue, Pinole, CA 94564.

The project features the following general scope of work:

New construction of a 4-story, 33,680 square foot, 33-Unit Affordable Housing project. The current site is a vacant lot that is approximately 27,000 square feet. The site will consist of on-grade parking located behind secure fencing with landscaping and site furnishings. Includes community room, mailboxes, playground, site development, etc. Please note that the project will be subject to both State & Federal (Davis Bacon) prevailing wage and labor standards requirements. The current federal wage decision for this project is CA20230019 modification 2 dated 1/20/2023 but is subject to change (Located within the bid package linked to below). The project is also subject to contracting and hiring outreach requirements including DVBE, MBE, WBE, HUD section 3 requirements. Scope of work includes but not limited to:

Site clearing, Grading/Paving, Wet / Dry Utilities, landscaping, site concrete, playground, building concrete, structural & Misc. steel, rough carpentry, finish carpentry, casework, waterproofing, sheet metal, single ply roofing, caulking, insulation, fiber cement siding, lath & plaster, drywall/metal stud, paint, tile, flooring, T-Bar, appliances, signage, trash chute, elevator, fire sprinklers, plumbing, HVAC, electrical, fire alarm, LV wiring, etc.

This will get you to this job’s plans and any other bid information you need. To download, right click on the file you want to save and click “download”.

The Contractor will use its best efforts to afford minority-owned business enterprises and women-owned business enterprises the maximum practicable opportunity to participate in the construction of the project. The Contractor shall, at a minimum, notify applicable minority-owned and women-owned business firms located in Contra Costa County of bid opportunities for the project. Documentation of such notifications shall be maintained by the Contractor and made available to the County as requested.

The contractor will comply with all provisions of Executive Order 11246 of September 24, 1965 and of the rules, regulations, and relevant orders of the Secretary of Labor.

 

The work performed on the project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701. Section 3 requires that to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project area, and agreements for work in connection with the project be awarded to business concerns which are located in, or owned in substantial part by persons residing in, the area of the project.
