ADVERTISEMENT FOR CONTRACTOR PREQUALIFICATION

 

Subject to conditions prescribed by the University of California, San Francisco Medical Center, responses to the University's prequalification documents for a Lump Sum contract are sought from prospective bidders for the following project:

 

Ron Conway Family Gateway Medical Building (GMB) 4A Pediatric Medical Specialty Clinics Renovation

PREQUALIFICATION OF PROSPECTIVE BIDDERS

 

The University has determined that bidders who submit bids on this project must be prequalified.  Prequalified bidders will be required to have the following California contractor's license(s):

GENERAL DESCRIPTION OF WORK

 

The goal of this project located at the Benioff Children’s Hospital San Francisco (BCH-SF) in the Ron Conway Family Gateway Medical Building (GMB) is to create additional pediatric clinic capacity within the outpatient building. The project is located on the 4th floor and total project area is approximately 6,500 square feet. The remodeled tenant improvement will house three new clinics: Pediatric Therapy Services, the Wellness Center for Youth with Chronic Conditions, and the Stad Center for Pediatric Pain, Palliative & Integrative Medicine.

 

The program includes a central reception, seating areas throughout the clinic, new exam and consult rooms, a fitness gym, multipurpose room, staff support areas including team workrooms, telehealth offices, clean and soiled utility rooms, and a conference room. Special design elements include a digital waterfall, multisensory play room, and experiential graphics located throughout the clinic.

 

The scope of the remodel will include full demolition of the existing tenant improvement office area to allow for construction of new walls, casework, interior finishes, MEP distribution connected to existing base building systems, plumbing fixtures, light fixtures, electrical and low voltage data systems and outlets, fire sprinkler modifications, as well as experiential graphics and signage.

 

The project is to be constructed in accordance with the 2019 California Building Code (CBC) and all other applicable codes, laws, and regulations including Title 22, Title 24, the NFPA Life Safety Code and the California Health and Safety Code. The project is subject to review and approval by UCSF Building Permit Services (BPS) and Deputy Campus Fire Marshal (DCFM).

 

The estimated construction cost range for the project is $5,000,000.00.

 

PREQUALIFICATION SCHEDULE

 

 

Prequalification Documents will be available beginning Monday, February 6, 2023 at 10:00 AM through the online bidding system, Building Connected.  Prospective bidders are required to register as a supplier and complete the registration form at: https://app.buildingconnected.com/public/5549acff1c9ba80b00866b7b

 

Once registered, prospective bidders can log on to Building Connected and retrieve Prequalification Questionnaire by project name and number.  Contact Patricia de Fries at Patricia.Defries@ucsf.edu with any questions.  The subject line of the email should state Building Connected Question and include Project Number/Name.  Any questions or requests for clarification or interpretation of the Prequalification Documents must be submitted in writing by 2:00 PM, Tuesday, February 14, 2023.

 

Prequalification Questionnaires must be submitted on or before Monday, February 27, 2023 at 2:00PM and will be submitted and processed electronically through the University’s online bidding system, Building Connected, https://app.buildingconnected.com/public/5549acff1c9ba80b00866b7b.

                                                                             

If the prospective Bidder is determined by the University not to be prequalified, the prospective Bidder may request a review by the Facility.  Any such request must be received by the Facility within 3 calendar days after receipt by the prospective Bidder of the determination.  The decision resulting from such review is final and is not appealable within the University of California.  Any person or entity not satisfied with the outcome of the prequalification must file a writ challenging the outcome within 10 calendar days from the date of the University's written notice regarding prequalification determination.  Any assertion that the outcome of the prequalification process was improper will not be a ground for a bid protest.  

 

The dates, times, and location set for receiving and opening of bids will be set forth in the Advertisement for Bids.

 

The University reserves the right to reject any or all responses to Prequalification Questionnaires and to waive non-material irregularities in any response received.

 

Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy.  Each Bidder may be required to show evidence of its equal employment opportunity policy.  The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work.

 

The work described in the contract is a public work subject to section 1771 of the California Labor Code.

 

No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code sections 1725.5 and 1771.1

 

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

BID PROCEDURES

When the Bidding Documents become available, lump sum bids submitted directly to the University will be received ONLY from prequalified Contractors. Only bidders who have been prequalified by the University shall be invited to participate in a competitive bid for this project.

 

Prequalified Contractors will be issued a complete set of bidding documents through the online bidding system, Building Connected.  Prospective bidders are required to register as a supplier and complete the registration form at https://app.buildingconnected.com/public/5549acff1c9ba80b00866b7b.

 

Once registered, prospective bidders can log on to Building Connected and retrieve Prequalification Documents by project name and number.  Lump sum bids from prequalified Contractors will be evaluated based on the lowest responsible bid.  Prospective bidders desiring to be prequalified are informed that they will be subject to and must fully comply with all the bid conditions including 100% Payment and 100% Performance Bond.
