NOTICE IS HEREBY GIVEN that the Baldwin Park Unified School District of Los Angeles County, California, acting by and through its Governing Board, hereinafter referred to as the District, will receive up to, but not later than the above-stated date and time, sealed bids for the award of a contract for the work as described above.
Job-walk. A mandatory pre-bid conference and job-walk for prospective bidders is scheduled for 10:00 AM, October 3, 2023 at BALDWIN PARK HIGH SCHOOL. Baldwin Park, CA 91706. Only those bidders that attend the mandatory job-walk will be able to bid this project. Bidders may make Job-walk reservations by EMAILING
BPUSD-RFP@bpusd.net and include the BID Number in subject line. A Bid Proposal submitted by a bidder whose representatives did not attend the mandatory Job-walk will be rejected by the District as being non-responsive.
Submittal of Bids. All bid proposals must be submitted on forms furnished by the District. Bids must conform with, and be responsive to, the bid documents, copies of which may be obtained from the District as set forth above. Each proposal must be submitted in a separate sealed envelope bearing on the outside the proposal number and closing date and time on the forms furnished by BPUSD.
Bid Documents. Bid documents consist of: (1) set of bid documents, drawings and specifications or scope of works. All documents are posted on the District website www.bpusd.net/purchasing.
Documents Accompanying Bid. Each bidder shall provide three (3) hard copy and one electronic copy on a thumb drive. Documents should include on District’s forms; (1) the required bid security in an amount not less than One Thousand, Five Hundred Dollars ($1,500.00); (2) Bid form and a list of proposed subcontractors; (3) the Non-Collusion Affidavit; and (4) DIR Registration Verification Form, (5) Federal Certification Form and (6) Anti-Kick-Back Form. All information or responses of a bidder in its bid or other documents accompanying the bid shall be complete, accurate, and true. Incomplete, inaccurate, or untrue information or responses provided therein by a bidder shall be grounds for the District to reject such bid for non-responsiveness.
Bonds. The successful bidder will be required to furnish a Performance and Payment Bond, in the amount of 100% of the Contract Price.
Prevailing Wage Rates. Pursuant to California Labor Code Section 1773, the Director of the Department of Industrial Relations of the State of California has determined the generally prevailing rates of wages in the locality in which the work is to be performed. Copies of these determinations, entitled “Prevailing Wage Scale”, are maintained at the California Department of Industrial Relation, Director’s General Prevailing Wage Determination and is available on line at www.dir.ca.gov to any interested party upon request. The Contractor to whom the contract for the work is awarded shall post a copy of all applicable prevailing wage rates for the work at conspicuous locations at the site of the work. The Contractor and all subcontractors performing any portion of the work shall pay not less than the applicable prevailing wage rate for the classification of labor provided by their respective workers in the execution of the work.
The schedule of per diem wages is based upon a working day of eight (8) hours. The rate for holiday and overtime work shall be at time and one-half.
Bidder and Subcontractors Department of Industrial Relations (DIR) Registered Contractor Status. Each Bidder must be a DIR Registered Contractor when submitting a Bid Proposal. The Bid Proposal of a Bidder who is not a DIR Registered Contractor when the Bid Proposal is submitted will be rejected for non-responsiveness. All Subcontractors identified in a Bidder’s Subcontractors’ List must be DIR Registered contractors at the time the Bid Proposal is submitted.
No Withdrawals of Bids. Bids shall not be withdrawn by any bidder for a period of sixty (60) days after the opening of the bids. During this time, all bidders shall guarantee prices quoted in their respective bids.
Waiver of Irregularities. The District reserves the right to reject any or all bids and/or to waive any irregularities or informalities in any bid or in the bidding procedure.
Award of Purchase Order/Contract. The contract for the work, if awarded, will be by action of the District’s Board to the most responsive, responsible bidder(s) submitting the lowest responsive bid. If the bid requires bidders to propose prices for alternate bid items, the District’s selection of alternate bid items, if any, for determination of the lowest priced bid and for inclusion in the scope of the contract to be awarded, shall be in accordance with the Instructions for Bidders.
