REQUEST FOR QUALIFICATIONS

Note: This document was prepared using elements of DBIA Document Nos. 405 and 410.

 

This REQUEST FOR QUALIFICATIONS (“RFQ”) from the Owner named below invites the submittal of a Statement of Qualifications (“SOQ”) from firms interested in providing design-build services for the Project described below. By submitting an SOQ, the Proposer represents that it has carefully read the terms and conditions of this RFQ and all Attachments, and/or Addenda thereto and agrees to be bound by them. This RFQ is not an offer to enter into a contract, but merely a solicitation of persons interested in submitting an SOQ to the Owner for the Project.

In accordance with PTRWA guidelines, submittals for the services specified will be received by the PTRWA at the specified location listed in this RFQ document, until the time and date cited. Submittals received by the correct time shall be considered. Submittals received after the due date and time will not be considered.

Proposers must submit one (1) electronic copy to the person and address stated above. 

All SOQs must be submitted pursuant to the instructions below. It is the Proposer’s sole responsibility to ensure that the SOQ is delivered in the manner required by this RFQ by the due date and time. Owner has the right to reject any SOQs not properly delivered.

Non-mandatory Pre-submittal and Business Outreach Meeting: October 19, 2023 at 1:30 p.m. at the JFK-WTP, 7297 Adams Farm Road, Randleman, NC 27317. Although this meeting is not mandatory, attendance is strongly encouraged. A site visit will follow the meeting.

Deadline for Questions: November 3, 2023 by 3:00 pm, EST. Submit all questions regarding this Request for Qualifications (RFQ) to Rebecca Brown at rbrown@ptrwa.org.  List in the email subject line: “JFK-WTP Expansion & RO – Progressive Design-Build Services Questions”.

November 6, 2023

 

1. Paragraph 2.4 – Change the interview date with shortlisted proposers from December 6th, 2023 to December 7th, 2023.

2. Paragraph 3.4 - Delete any reference to “Exhibit G and H” and replace with “Exhibit D and E”.

3. Paragraph 4.2.2 – Delete the paragraph and Replace with

a. 4.2.2 - Page limit shall be 50 single-side pages not counting the letter of interest, minimum qualifications statements (see Section 5.12) ,corporate structure questionnaires (see Section 5.13), documents needed under paragraph 5.11 and team resumes”.
 

4. “Paragraph 5.12.2 Delete any reference to “Exhibit C” for insurance requirements and replace

with “Paragraph 5.11”.


5. Paragraph 5.13.1 - Delete any reference to “Exhibit D” and replace with “Exhibit C”.

Meeting minutes

 1. Introductions: Please see attached attendee sign-in sheet. All attendees introduced themselves.

2. Project description : Greg Flory, PTRWA Executive Director, provided an overview of the project.

a. Expansion of Water Treatment Plant from 14.7 MGD capacity to 26.7 MGD plus addition of Emerging Compound Treatment-Reverse Osmosis (RO).

b. Need pilot study for the emerging compound treatment, PTRWA will rely on Design-

Build (DB) team for guidance for

i. RO vendors

ii Concentrate stream treatment

iii Length of the pilot would depend on water quality variations during the year

iv All piloting equipment shall be provided by the DB team

c. Maintenance of plant operations

i. Operations and maintenance staff will be heavily involved in design and construction, in order to understand and maintain systems after completion of construction and to provide input for shutdowns

ii. The water treatment plant will need to be in operations throughout construction.

d. Intake Pump Station (IPS) and raw water line

i. Fiber lines run alongside where new raw water line

ii. Additional sample lines will need to be run from IPS.

iii. Flooding at the IPS has been a concern in the past, a diesel driven pump located at a higher elevation might be considered for redundant service

iv. A site was identified as a spot for waste soil along the route for IPS.

e. 200-Foot buffer is to be maintained around the lake.

f. The RO Building will also be used for additional lab space and storage

g. Site civil

i. Additional parking for staff between administration building and future RO building.

ii. Complete road improvements across WTP for easier O&M access

b. Three proposals are needed. If PTRWA received only two, the project will be readvertised for an additional week, resulting in the schedule being pushed back one week.

4. Evaluation criteria: Greg Flory went over the criteria. Following items are of importance to PTRWA

b. Approach to Quality control
c. Project team, experience and location

5. The Design-Build Agreement is anticipated to utilize the Design-Build Institute of America Progressive Design-Build Agreement for Water and Wastewater Projects, Document No. 545, and the DBIA Standard Form of General Conditions of Contract Between Owner and Design- Builder, Document No. 535.

6. Proposal page limit
a. 50 pages excluding
i. Resumes do not count toward total number of pages.
ii. Section 5.11- Financial and Legal do not count toward total number of pages.
b. No additional information shall be included via website links or barcode scanners
c. Language in Section 5.12 relating to the insurance requirements will be modified via addenda. The insurance requirement can be found in section 5.11- Financial and Legal.
