Turner Construction Company (Turner) is seeking RFQs for the following Trade Packages for:
Oakland International Airport
T1 Ticket Counters
Approximate Construction Value: $4,265,041

Project Description:
Replacement of existing ticketing counters in Terminal 1 at the Oakland International Airport. This will involve demolition of the existing ticket counters, abatement/demo of the existing soffit above the ticket counter, demolition of the existing soffit behind the ticketing counter, installation of the new soffit and installation of new ticket counters in Terminal 1. The scope of work includes Electrical work and support from HVAC for new ticket counter installation.
Only those Subcontractors who meet pre-qualification criteria and are deemed pre-qualified to perform work on their respective trades will be invited to submit a bid. Trade Subcontractors who do not submit the prequalification information and are not pre-qualified will not be allowed to bid the project.
PREQUALIFICATION OF PROSPECTIVE TRADE PARTNERS:

1. Port of Oakland Certifications: Local Business Area Business Enterprise (LBABE), Local Impact Area Business Enterprise (LIABE), Small Business Enterprise (SBE) & Very Small Business Enterprise (VSBE).

Project Small and Local Utilization Commitment: Turner has a 60% overall local participation goal, specifically 30% LBABE/LIABE, 20% SBE and 10% VSBE goal for this project. Persons claiming local business status shall apply to the Social Responsibility Division at least seven (7) business days before the bid or proposal due date for certification as a local business and return the application with documentation evidencing its business location, the length of time its business was located and operated in the LIA or LBA. Applications may be completed at https://srd.portofoakland.com/index.aspx by clicking on “Register New Company?”, completing all required fields to create a new company, followed by completing all fields (i.e. Main Info, Contacts, Profile, NAICS Codes, Trucking, Doc/Supp D, Site Visit) in the application and submitting to the Port for review.
Local Hiring Goals: Contractors are required to make a good faith effort to reach the following hiring goals.
- Overall: 50% of all hours are to be worked by Local Impact Area (LIA) residents, on a craft-by-craft basis, if workers are available, capable and willing to work on covered projects. The LIA consists of the cities of Oakland, Alameda, San Leandro and Emeryville.
- Failing that, 50% of all hours are to be worked by Local Business Area (LBA) residents, on a craft-by-craft basis, if workers are available, capable and willing to work on covered projects. The LBA includes all cities not mentioned above in Alameda and Contra Costa Counties.
Apprentice: 20% of all hours, on a craft-by-craft basis, are to be worked by apprentices.100% of all apprentice hours are to be worked by LIA residents, if such apprentices are available, capable and willing to work on covered projects. Failing that, 100% of all the apprentice hours are to be worked by LBA apprentices.
25% of apprentice hours shall be worked by Disadvantaged Workers 1, if available.
New Hire: General contractor and/or its subcontractor must hire at least 1 New Hire Apprentice 2 (NHA) for the first $1M of construction bid value. For each additional $5M (beyond the first $1M), at least 1 additional New Hire Apprentice shall be hired. Each NHA must work at least 500 hours, unless waived by Social Justice Committee.
Contractors can obtain up to half credit towards the above goals by utilizing LIA apprentices “off-site” (i.e., non-MAPLA projects). Contractors using lower tiered subcontractors are responsible for ensuring their compliance with the local workforce hiring goals. The goals apply to contractors at all tiers who work on MAPLA covered projects.
Social Justice Fund: The Port of Oakland Maritime and Aviation Project Labor Agreement (MAPLA) contains a provision (Section 6.4) that requires contractors to pay into the Social Justice Labor Management Cooperation Trust Fund. Contractors shall pay thirty cents ($0.30) per hour worked or paid into the Social Justice Trust Fund established.
