NOTICE TO CONTRACTORS

Notice is hereby given that the Procurement Services Department, General Services Building, First Floor, of the San Diego Unified Port District will receive electronic bids at 1400 Tidelands Avenue, National City, California, until 2:00 P.M. on the 8THday of FEBRUARY 2024 for:

PAVEMENT IMPROVEMENTS AT NATIONAL CITY

NATIONAL CITY, CALIFORIA

The Work Includes:

1. The Work Includes[NA1]

2. Furnish all labor, materials, equipment, supplies, transportation and disposal as necessary to complete the construction of PAVEMENT IMPROVEMENTS AT NATIONAL CITY, National City, California.

3. The Work shall include but is not limited to the following:

4. Area 1 (Sheet 2 of Drawings) is at Tidelands Avenue, near the District's General Services Building. The work includes of approximately 40,000 square feet of asphalt repair. The asphalt repair includes the complete removal and disposal of approximately 6” thick of asphalt paving; removal and disposal of excess base, as necessary to meet the required thickness of the new 6” asphalt pavement; recompacting of the existing base to 95% relative compaction; rough grading and final grading to meet the elevation of the adjacent existing asphalt pavement and to the lip of the existing curb; application of tack coat on the vertical surfaces along the limits of work; placement of new 6” asphalt paving; repair of catch basin; pavement markings and striping; miscellaneous repairs; and other work as shown on the Plans.

5. Area 2 & 2A (Sheet 3 of Drawings) is at Tidelands Avenue. The work at Area 2 includes of approximately 65,000 square feet of asphalt repair. The asphalt repair includes the complete removal and disposal of approximately 6” thick of asphalt paving; removal and disposal of excess base, as necessary to meet the required thickness of the new 6” asphalt pavement; recompacting of the existing base to 95% relative compaction; rough grading and final grading to meet the existing elevation of the adjacent asphalt pavement and lip of curb; application of tack coat on all vertical surfaces and on the vertical surface of adjacent asphalt paving along the limits of work; and placement of new 6” thick asphalt paving. The work at Area 2A includes of approximately 74,000 square feet of 2" asphalt mill and 2” asphalt overlay. The work includes the removal and disposal of milled asphalt; application of tack coat on the remaining asphalt after milling and on all adjacent vertical surfaces along limits of work; and placement of 2” asphalt paving. Other work includes pavement markings and striping on Areas 2 & 2A; miscellaneous repairs; and other work as shown on the Plans.

6. Area 3 (Sheet 4 of Drawings) is at Bay Marina Drive. The work includes of approximately 42,600 square feet of asphalt repair. The asphalt repair includes the complete removal and disposal of approximately 6” asphalt paving; removal and disposal of excess base, as necessary to meet the required thickness of the new 6” asphalt pavement; recompacting of the existing base to 95% relative compaction; rough grading and final grading to meet the existing elevation of the adjacent asphalt pavement and lip of curb; application of tack coat on all vertical surfaces along the limits of work including the vertical surface of adjacent asphalt that is in contact with the new asphalt paving; placement of new 6” asphalt paving; repair of catch basin; pavement markings and striping; miscellaneous repairs; and other work as shown on the Plans.

7. Area 4 (Sheet 5 of Drawings) is located inside the National Distribution Center parking lot. The work includes of approximately 30,000 square feet of asphalt repair. The asphalt repair includes the complete removal and disposal of approximately 6” thick of asphalt paving; removal and disposal of excess base, as necessary to meet the required thickness of the new 6” asphalt pavement; recompacting of the existing base to 95% relative compaction; rough and final grading to meet the existing elevation of the adjacent asphalt pavement and lip of curb; application of tack coat on vertical surfaces along the limits of work including vertical surfaces of adjacent asphalt that in contact with the new pavement; placement of new 6” thick asphalt paving; pavement markings and striping; miscellaneous repairs; and other work as shown on the Plans.

8. It is intended that the Work be completed in every respect under the Contract Document, and such items or details not mentioned above or not included in the Bid Schedule that are required by the Contract Documents shall be furnished, performed, placed, constructed, or installed by the Contractor.

The total contract duration is 90 calendar days. The Engineer's Construction estimate for this work is $1.9M.

The Contractor's License Requirement for this contract is a California State Contractor's License, General Engineering Contractor, License A or Earthwork and Paving Contractor, License C-12 , in accordance with the provisions of Division 3, Chapter 9, of the Business and Professions Code of the State of California.

This project is subject to compliance with the terms of the San Diego Unified Port District Project Labor Agreement as specified on the Bid Documents.

Bids will be opened in public at or about that hour at 1400 Tidelands Avenue, National City, California, all as more particularly contained in Document No. 76247 on file in the Office of the District Clerk of the Port. No Bidder may withdraw a bid after the date set for bid opening.

Bidder shall submit their original Bid Proposal Package to the Procurement Services Department, 1400 Tidelands Avenue, National City, California 91950 within the date stated on the Contract Documents page after electronic bidding (See Section 4.0, Instruction to Bidders).

A pre-bid conference will be conducted at 10:00 a.m. on January 17, 2024, VIRTUALLY ONLY. The Port's representative will be present at the pre-bid conference. Submission of a Bid Proposal Package shall be evidence that the bidder has visited the jobsite and is satisfied with the conditions to be encountered if awarded the contract.

Questions or comments regarding this specification must be submitted electronically to our eBid system where the specification was downloaded and must be received by the Port no later than January 24, 2024, at 2:00 p.m. Questions received after the date stated here will not be accepted. Emails and faxes will not be accepted. Responses from the Port will be communicated via the electronic eBid system to all recipients of this specification.

In accordance with the provisions of the California State Labor Code, the Port has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the Procurement Services Department of the Port of San Diego.

In accordance with Board of Port Commissioners Resolution No. 2023-092 approved on October 10, 2023 and the San Diego Unified Port District Project Labor Agreement attached hereto as Appendix C in Section 7.0 “Appendices & Exhibits” the (“PLA”), the winning Bidder and all subcontractors, prior to the start of the Work, shall execute the Letter of Assent in the form of Attachment A to the PLA. See Subsections 4.5.1 and 5.1.2.1.16 below for further details.

The District has set a goal of (4) percent of the total dollar value of the prime Contract to small business (SBE) concerns. A bidder can meet this goal by being an SBE prime or through use of SBE sub participants.

Award of the contract, if made, will be within 120 calendar days after bid opening date. A bid guarantee in accordance with Subsection 5.6.2 of the General Condition is required with submission of a bid. No Bidder may withdraw a bid after the date set for bid opening.

Bidder shall file the bonds as required by the Contract and Civil Code section 9554. The provisions of Public Contract Code section 22300 apply to this Contract.

Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Subsection 5.6.1, “Contractor's Insurance,” of the Section 5.0, General Condition.

A Notification Regarding Environmental Conditions has been included as Exhibit A in the project specifications. This notification will serve as the District's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration.

In the public interest, the District reserves the right to reject any or all bids, or to waive any informality in a bid.
