NOTICE TO CONTRACTORS

Notice is hereby given that the Procurement Services Department, General Services Building, First Floor, of the San Diego Unified Port District will receive electronic bids at 1400 Tidelands Avenue, National City, California, until _2:00 P.M. on the 6THday of MARCH 2024 for:

PAVEMENT MAINTENANCE AT CHULA VISTA BAYFRONT PARK'S PARKING LOT

CHULA VISTA, CALIFORNIA

Scope of Work:

1. Furnish all labor, materials, equipment, supplies, transportation and disposal as necessary to complete the construction of NOTICE TO CONTRACTORS, Chula Vista, CA in accordance with Specification No. 2023-14 and Drawing No. CV-2023-01. The Work shall include, but is not limited to the following:

Bayfront Park's Parking Lots 1, 2, and 3: approximately 4" thick full asphalt concrete replacement, compaction of existing base, pavement marking and striping, catch basin repair and grate replacement, adjust manhole and valve covers to grade as required as shown on the drawings and as described in these specifications. In addition, erosion control and SWPPP preparation, implementation, and maintenance throughout the project duration shall be included.

3. Marina Way roadway: approximately 6" thick full asphalt concrete replacement, compaction of existing base, pavement marking and striping, adjust manhole and valve covers to grade as required as shown on the drawings and as described in these specifications. In addition, erosion control and SWPPP preparation, implementation, and maintenance throughout the project duration shall be included.

4. It is intended that the Work be completed in every respect under the Contract Document, and such items or details not mentioned above or not included in the Bid Schedule that are required by the Contract Documents shall be furnished, performed, placed, constructed, or installed by the Contractor.

5. The total contract duration is 90 calendar days. The Engineer's Construction estimate for this work is $2M.

Contractor's Qualifications:

6. The Contractor's License Requirement for this contract is a California State Contractor's License, General Engineering Contractor, License A or Earthwork and Paving Contractor, License C-12 , in accordance with the provisions of Division 3, Chapter 9, of the Business and Professions Code of the State of California.

7. Contractor or its Subcontractors shall comply with all other required certifications and qualification as described in various sections of the Contract Documents. In addition, Bidder shall have a minimum of five (5) years of experience of successful completion of projects of similar scope and size as described in the Scope of Work.

Special Provision:

8. Project is subject to compliance with the terms of the San Diego Unified Port District Project Labor Agreement attached hereto as Appendix C, “San Diego Unified Port District Project Labor Agreement” and as described in Section 01 13 00 “Supplementary Requirements” of these Specifications as well as in Articles 4.5 of the Instructions to Bidders.

Bids will be opened in public at or about that hour at 1400 Tidelands Avenue, National City, California, all as more particularly contained in Document No. 76273 on file in the Office of the District Clerk of the Port. No Bidder may withdraw a bid after the date set for bid opening.

Bidders must register as a vendor at the following website,

in order to download specification, Bid Proposal Package, plans, and prospective bidders list, and to receive addendums and notifications when issued.

Bidder shall submit their original Bid Proposal Package to the Procurement Services Department, 1400 Tidelands Avenue, National City, California 91950 within the date stated on the Contract Documents page after electronic bidding (See Section 4.0, Instruction to Bidders).

A pre-bid conference will be conducted at 10:30 a.m. on February 7, 2024, VIRTUALLY ONLY. This meeting can be accessed by dialing (619) 535-7686, and using Conference ID: : 243 377 524# or by using the following link: Click here to join the meeting (See Bid Information tab on eBid site for URL, if needed). The Port's representative will be present at the pre-bid conference. At the end of the conference, interested parties may visit the job site or, if indicated in the Supplementary Requirements, make an appointment to visit the site. Submission of a Bid Proposal Package shall be evidence that the bidder has visited the jobsite and is satisfied with the conditions to be encountered if awarded the contract.

Questions or comments regarding this specification must be submitted electronically to our eBid system where the specification was downloaded and must be received by the Port no later than February 14, 2024 @ 2:00 p.m. Questions received after the date stated here will not be accepted. Emails and faxes will not be accepted. Responses from the Port will be communicated via the electronic eBid system to all recipients of this specification.

In accordance with the provisions of the California State Labor Code, the Port has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the Procurement Services Department of the Port of San Diego.

In accordance with Board of Port Commissioners Resolution No. 2023-092 approved on October 10, 2023 and the San Diego Unified Port District Project Labor Agreement attached hereto as Appendix C in Section 7.0 “Appendices & Exhibits” the (“PLA”), the winning Bidder and all subcontractors, prior to the start of the Work, shall execute the Letter of Assent in the form of Attachment A to the PLA. See Subsections 4.5.1 and 5.1.2.1.16 below for further details.

It is the policy of the San Diego Unified Port District that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. Certified SBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.

Project is subject to compliance with the terms of the San Diego Unified Port District Project Labor Agreement attached hereto as Appendix C, “San Diego Unified Port District Project Labor Agreement” and as described in Section 01 13 00 “Supplementary Requirements” of these Specifications as well as in Articles 4.4.4 of the Instructions to Bidders.

Award of the contract, if made, will be within 120 calendar days after bid opening date. A bid guarantee in accordance with Subsection 5.6.2 of the General Condition is required with submission of a bid. No Bidder may withdraw a bid after the date set for bid opening.

Bidder shall file the bonds as required by the Contract and Civil Code section 9554. The provisions of Public Contract Code section 22300 apply to this Contract.

Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Subsection 5.6.1, “Contractor's Insurance,” of the Section 5.0, General Condition.

A Notification Regarding Environmental Conditions has been included as Exhibit A in the project specifications. This notification will serve as the District's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration.

In the public interest, the District reserves the right to reject any or all bids, or to waive any informality in a bid.
