The City of Waterbury (“City”) is seeking to engage the services of qualified and experienced engineering and consulting firms to provide various types of on-call engineering, consulting and/or construction administration/inspection services on an on-call basis in connection with:

The selection of firms shall follow a Qualifications Based Selection (QBS) process and firms will be evaluated and selected based on design and technical competence, the capacity and capability to perform work, past record of performance, and knowledge of Federal, State, and Municipal procedures, appropriately weighted.
The City intends to make multiple awards, as needed to develop a list of “On-Call” firms that will be eligible to submit project specific proposals in response to requests for services by various City Departments, Agencies and the Board of Education. Awards may involve one or more of the engineering-related services (i.e., disciplines) set forth in the RFQ. Individual On-Call Master Contracts will be entered into with all selected firms and Task Orders, at the City’s discretion, will be subsequently issued for individual projects.
Disadvantaged Business Enterprise (DBE) goals, Small/Minority Business Enterprise (SBE/MBE) goals and/or Small Business Participation Pilot Program (SBPPP) goals may apply, depending upon the funding agency and sources for the individual Task Order projects.
Each selected firm must meet all Municipal, State, and Federal affirmative action and equal employment opportunity practices and the firm’s personnel providing services must be licensed in the State of Connecticut.
Qualifications submitted in response to this RFQ must include a letter of interest, together with general information on the firm and proposed sub consultants, the firm’s brochure, current Federal Form SF330, experience of the firms, and resumes of key personnel as well as provide all requested information/documentation and conform to all RFQ instructions.
One (1) original printed submission (clearly identified as such) with seven (7) paper copies and one (1) electronic version in pdf format on a CD or flash drive, must be received at the following address no later than 11:00 AM on November 1, 2024. Responses received after this date will not be considered.

You will not receive any RFQ related documentation or notifications until your firm’s registration is complete with a valid e-mail address and selection of at least one category classification. All notifications and RFQ documents will be posted on the City of Waterbury’s ProcureWare website. You can access ProcureWare and register at:

Responses from firms that do not register will not be considered.
All questions and communications related to the RFQ must be directed through the ProcureWare website and must be received by 2:00 PM on October 16, 2024.
Responses to questions submitted by the above date, as well as any changes or amendments to the RFQ, will be available via the ProcureWare website no later than 2:00 PM on October 23, 2024.
