Project Overview
Huff Construction Company, Inc. invites qualified subcontractors and vendors to submit bids for the ground-up construction of a 4-story, 79-unit, 100% affordable rental apartment building located at the end of Pacific Avenue in Livermore, CA, west of the Sunken Gardens Skate Park. This project includes the development of a parking lot with 86 spaces, landscaping, and other site improvements on a currently vacant, city-owned property.
General Scope of Work
The project scope includes, but is not limited to:
Site clearing, grading/paving, wet/dry utilities, landscaping, site concrete, fencing, playground installation, building concrete, structural and miscellaneous steel, rough carpentry, finish carpentry, casework, waterproofing, sheet metal, single-ply roofing, caulking, insulation, fiber cement siding, drywall/metal stud, paint, tile, flooring, T-bar ceilings, doors and hardware, windows and storefronts, appliances, signage, elevator, fire sprinklers, plumbing, HVAC, electrical, fire alarm, low-voltage wiring, and final site cleanup.
Prevailing Wage and Hiring Requirements
This project requires compliance with State (California DIR) and Federal (Davis-Bacon Act) prevailing wage rates, with the higher of the two rates prevailing. The current federal wage decision is CA20240019, Mod 20, published 10/18/2024, and is subject to change. The final Davis-Bacon wage determination will be locked in at a later date and updated accordingly if modified prior to lock-in.
In addition, the project includes the following outreach and hiring requirements:
1. Measure A1 Outreach Requirements:
Contractors must conduct outreach to recruit and hire Alameda County resident workers and disadvantaged workers. Preference will be given to Local and Small Local Businesses based in Alameda County or contractors that subcontract with such businesses.
2. HUD Section 3 and MBE/WBE Compliance:
Contractors must fulfill HUD Section 3 and Minority-Owned Business (MBE)/Woman-Owned Business (WBE) outreach and hiring requirements. Weekly certified payroll records and local hire outreach information must be submitted via the Elation Systems platform during construction.
3. Post-Award Reporting:
Contractors will be required to report on the race/ethnicity of the business owner, hires of low-income resident workers, and hours worked to ensure compliance with HUD Section 3 and MBE/WBE goals.

Non-Discriminatory Hiring Practices
The Contractor will use its best efforts to afford minority-owned business enterprises and women-owned business enterprises the maximum practicable opportunity to participate in the construction of the project. The Contractor shall, at a minimum, notify applicable local minority-owned and women-owned business firms located in Alameda County of bid opportunities for the project. Documentation of such notifications shall be maintained by the Contractor and made available to the County as requested.
The contractor will not discriminate against any employee or applicant for employment because of race, color, religion, sex, or national origin. The contractor will comply with all provisions of Executive Order 11246 of September 24, 1965 and of the rules, regulations, and relevant orders of the Secretary of Labor.
The work performed on the project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701. Section 3 requires that to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project area, and agreements for work in connection with the project be awarded to business concerns which are located in, or owned in substantial part by persons residing in, the area of the project.
